First 5 LA funds within our four goal areas of children being born healthy, maintaining a healthy weight, being safe from abuse and neglect and being ready for kindergarten through a variety of initiatives that are designed to accomplish specific measurable objectives for improving the well-being of the population we serve. Our Funding Center information will keep you posted on new funding and contract opportunities, as well as explain our funding guidelines, requirements and procedures. First 5 LA policy does not allow us to respond to unsolicited proposals. First 5 LA is required to administer funding for proposals or projects through a transparent Request for Proposal/Request for Qualifications process.

Contract Opportunities
As part of our program implementation, First 5 LA frequently posts contract opportunities and issues requests for proposals to the broader professional community.

  • FEDERAL POLICY AND SUSTAINABILITY CONSULTANT RFQ: The First 5 LA Policy Department is seeking a consultant to advocate for the agency's priorities and interests in federal policies and regulations.
  • Department of Human Resources Consultant Pool - Request for Consultants (RFC): First 5 LA's Department of Human Resources is developing a pool of specialty consultants in different areas of the HR discipline.
  • Best Start Communities Vendor Pool Request for Vendors (RFV): Through this Request For Vendors (RFV), First 5 LA seeks to develop a pool of pre-approved local vendors that are eligible to provide services in a number of areas including: catering, child care, facilities/venues, interpretation/translation and transportation. A potential vendor may apply for each area for which they are qualified.
  • Welcome Baby Provider Pool Request for Qualifications: First 5 LA is issuing this Request for Qualifications (RFQ) to qualified applicants interested in implementing Welcome Baby and being included in the Welcome Baby Provider Pool. While hospitals will serve as the fiscal agent for the Welcome Baby program, they may choose to partner with one or more community-based organizations or entities to manage and implement the prenatal and postpartum Welcome Baby engagements.
  • Research and Evaluation Consultant Pool Request for Qualifications (RFQ) Deadline extended to May 31, 2013 The First 5 LA Research and Evaluation (R&E) department is seeking applicants to be included in a pool of approved consultants to support R&E work.
  • Welcome Baby Strategic Partnership Hospital Letter Of Intent: Hospitals responding to this LOI must have the competency and ability to successfully support implementation of Welcome Baby. Hospitals will be expected to serve as the fiscal agent and support implementation of the program's hospital visit, including the provision of onsite personnel to conduct the visit.

  • 2013 Compensation & Benefits Study Request for Proposal: First 5 LA is seeking a specialty firm with significant expertise and experience in the design and analysis of position classification and compensation and benefits systems for public entities.
  • 2013 Compensation & Benefits Study RFP Proposal Reviewer: First 5 LA seeks qualified reviewers to evaluate applications from organizations seeking to work as a consultant for First 5 LA.
  • Fruit and Veggie Voucher Program Request for Proposals (RFP): The Fruit and Veggie Voucher Program RFP intends to provide funding to one lead agency that has the capacity to identify and work with the appropriate community partners.
  • State Policy and Sustainability Consultant Request for Qualifications (RFQ): The First 5 LA Policy Department is seeking a consultant to advocate for the agency's priorities and interests in state policies and regulations. This support may include a range of diverse tasks from relationship building with key decision-makers, policy strategy assistance, policy communications strategies and other relevant tasks.
  • Baby Friendly Hospital Project Request for Proposal (RFP) - Cycle 3: Through the Baby Friendly Hospital Project, First 5 LA will provide selected hospitals with support in the hospital's efforts to attain the Baby-Friendly Hospital designation from Baby-Friendly USA.
  • Peer Support Groups for Parents Curriculum Development/Technical Assistance and Training RFQ:  First 5 LA is seeking proposals from qualified contractors or firms to serve as the Curriculum Developer/Training and Technical Assistance Provider, who will enhance and modify the implementation of this project by including the development of core competencies, training, and technical assistance. The successful contractor will work with a Lead Agency who is responsible for developing and facilitating peer support groups for parents in each of the five Supervisorial Districts.
  • Family Strengthening Oversight Entity Request for Qualifications (RFQ): First 5 LA seeks a qualified entity that will oversee and support the standardization of the Welcome Baby program to ensure adherence to program fidelity and support implementation of the Select Home Visitation Programs across the county.
  • MS SharePoint 2010 Development Firm - Design, Development and Implementation Request for Qualifications (RFQ): First 5 LA is seeking a firm with significant MS SharePoint 2010 design and implementation experience.
