REQUEST FOR PROPOSALS

Support and Implement Los Angeles County Home Visitation, Prevention, and Other Related Activities

The Los Angeles County Office of Child Protection (OCP) is issuing this Request for Proposals (RFP) to solicit proposals for a contract to provide a consultant or consultant team to help support and implement a multi-year countywide prevention plan to coordinate and expand existing prevention-focused networks to further strengthen families, prevent child maltreatment, and reduce unnecessary burdens on the child welfare system. This plan also includes efforts to implement a universal home visitation system to connect expecting and new parents to critical supports, including parenting information, coaching, and connection to key services. It is envisioned that this consultant or consultant team will 1) facilitate Los Angeles County Home Visitation workgroups that are working to coordinate and expand home visitation efforts across the County, such as the Los Angeles County Home Visiting Collaborative Leadership Council; 2) help to identify additional funding for home visiting supports; 3) provide leadership and expertise to the key prevention initiatives being implemented in Los Angeles County that are all working towards connecting families early on to positive supports to reduce the number of children and families touched by the child welfare system, as well as the length and time for children and families already in the system; 4) lead other prevention efforts the OCP is involved in; and, 5) provide support for other related activities.

The required format for proposals is provided in Attachment A – Format of the Proposal. The Contractor shall be expected to implement the requirements outlined in Attachment B – Statement of Work (SOW). The Contractor shall also be expected to implement the requirements outlined inAttachment C – Sample Contract. The contract is anticipated to commence on December 1, 2021. The contract term will be for a period of one (1) year, for a maximum sum of $125,000, but may be extended, at the sole discretion of OCP, for an additional two (2) years for a total term of three (3) years.

  1. Minimum Requirements

The proposer must be an business entity that can provide a consultant/consultant team with a history of, or expansive knowledge of, managing and implementing multi-agency prevention initiatives. The proposer must be capable of completing the work outlined in Attachment B –SOW within the specified timeframe. The minimum requirements for proposers responding to the RFP are:

  • Minimum of 3 years managing prevention programs;
  • Minimum of 3 years implementing and managing multi-agency prevention systems-level initiatives;
  • Minimum of 15 years of experience in the area of child well-being and/or social services – with at least 10 of those years working specifically in the home visiting arena in Los Angeles County; and,
  • Minimum of 1 year experience with Family First Prevention Services Act implementation

III. Proposer Questions

This solicitation does not include a formal question and answer component. Questions about the solicitation process may be submitted by email to bl********@oc*.gov. All questions must be received by 12:00 pm Pacific Time on Wednesday, September 15, 2021. When submitting questions, please specify which section of the RFP you are referencing and quote the language that prompted the question. County reserves the right to group similar questions when providing answers. Questions may address concerns that the application of minimum requirements, evaluation criteria and/or business requirements would unfairly disadvantage proposers or, due to unclear instructions, may result in the County not receiving the best possible responses from proposer.
